[libc++][format] Copy code to new location.
This is a helper patch to ease the reviewing of D128139. The originals will be removed at a later time when all formatters are converted to the new style. (Floating-point and pointer aren't up for review yet.) Reviewed By: #libc, ldionne Differential Revision: https://reviews.llvm.org/D128367
