Place pkg-config file in $prefix/share/pkgconfig. 

libclc is ABI-agnostic, and $prefix/lib/pkgconfig causes issues
on multilib setups. Using $prefix/share/pkgconfig allows us to reuse
a single libclc build across all system ABIs.
