[lldb/Interpreter] Make `ScriptedInterface::ErrorWithMessage` static (NFC)
This patch changes the `ScriptedInterface::ErrorWithMessage` method to make it `static` which makes it easier to call. The patch also updates its various call sites to reflect this change.
