[mlir] Improve Graphviz visualization in PrintOpPass
* Visualize blocks and regions as subgraphs. * Generate DOT file directly instead of using `GraphTraits`. `GraphTraits` does not support subgraphs. Differential Revision: https://reviews.llvm.org/D106253
