NFC: Document MSVC getters on Triple
Summary: Document the differences between the isKnownWindowsMSVC() and isWindowsMSVC() methods on Triple. Also removed the '\brief' Doxygen annotations - now that 'AUTOBRIEF' is set to on, they are unnecessary.
