[libcxxabi] cleanup the use of LIBCXXABI_HAS_NO_THREADS macro (NFC)
Align the naming / use of the macro LIBCXXABI_HAS_NO_THREADS to follow what we have in libcxx. NFC. llvm-svn: 282062
