[LLDB] Add formatters for PointerIntPair, PointerUnion
Also, add summaries for `SmallVector` and `ArrayRef`, and fix the `StringRef` summary provider so it doesn't ignore the `Length` field. Differential Revision: https://reviews.llvm.org/D117779
