[DAG] foldSubToUSubSat - fold sub(a,trunc(umin(zext(a),b))) -> usubsat(a,trunc(umin(b,SatLimit)))

This moves the last custom x86 USUBSAT fold to generic DAGCombine.

Completes PR40111
