[M68k][MIR](2/8) Changes in the target-independent MIR part

- Add new callback in `TargetInstrInfo` --
  `isPCRelRegisterOperandLegal` -- to query whether pc-rel
   register MachineOperand is legal.
 - Add new function to search DebugLoc in a reverse ordering
