Revert "[OpenMP] atomic compare fail : Parser & AST support"

This reverts commit 232bf8189e.

It broke the sanitize buildbot: https://lab.llvm.org/buildbot/#/builders/5/builds/24074

It also reproduces on Windows debug builds as a crash.
