Enable SANITIZER_INTERCEPTOR_HOOKS for NetBSD 

Summary:
This feature is required for proper libFuzzer support.

Adding SI_NETBSD to the list of OSes, fixes breakage in several
libFuzzer tests. It has been debugged with aid from kcc@.
