[clang-tidy] Move -extra-arg handling to CommonOptionsProvider
Summary: Handle -extra-arg and -extra-arg-before options in the CommonOptionsProvider so they can be used in all clang tools. Adjust arguments in a CompilationDatabase wrapper instead of adding ArgumentsAdjuster to the tool.
