PowerPC: Canonicalize access to function attributes, NFC

Canonicalize access to function attributes to use the simpler API.

getAttributes().getAttribute(AttributeSet::FunctionIndex, Kind)
  => getFnAttribute(Kind)

getAttributes().hasAttribute(AttributeSet::FunctionIndex, Kind)
  => hasFnAttribute(Kind)
