[StreamExecutor] Fix allocateDeviceMemory

Summary:
The return value from PlatformExecutor::allocateDeviceMemory needs to be
converted from Expected<GlobalDeviceMemoryBase> to
Expected<GlobalDeviceMemory<T>> in Executor::allocateDeviceMemory.

A similar bug is also fixed for Executor::allocateHostMemory.
