[InstCombine] cttz(zext(x)) -> zext(cttz(x)) if the 'ZeroIsUndef' parameter is 'true' (PR50172)
Zext doesn't change the number of trailing zeros, so narrow cttz(zext(x)) -> zext(cttz(x)) if the 'ZeroIsUndef' parameter is 'true'.
