[PowerPC] Fix issue with strict float to int conversion.
When doing the float to int conversion the strict conversion also needs to retun a chain. This patch fixes that. Reviewed By: nemanjai, #powerpc, qiucf Differential Revision: https://reviews.llvm.org/D117464
