[OpenMP] Emit calls to int64_t functions for amdgcn
[OpenMP] Emit calls to int64_t functions for amdgcn Two functions, syncwarp and active_thread_mask, return lanemask_t. Currently this is assumed to be int32, which is true for nvptx.
