[WebAssembly] Define a table of function signatures for runtime library calls. LLVM CodeGen emits references to external symbols that are never declared in LLVM IR level, so they have no declared signature. However, WebAssembly requires all functions be declared with signatures. This patch adds a table for providing signatures for known runtime libcalls that will be used in subsequent patches to emit declarations for such functions. llvm-svn: 295857

Update the file headers across all of the LLVM projects in the monorepo to reflect the new license. We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach. Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. The list of checks used is: `-*,clang-diagnostic-*,llvm-*,misc-*,-misc-unused-parameters,readability-identifier-naming,modernize-*` (LLVM's default .clang-tidy list is the same except it does not have `modernize-*`.
