Update the file headers across all of the LLVM projects in the monorepo to reflect the new license. We understand that people may be surprised that we're moving the header entirely to discuss the new license. We checked this carefully with the Foundation's lawyer and we believe this is the correct approach. Essentially, all code in the project is now made available by the LLVM project under our new license, so you will see that the license headers include that license only. Some of our contributors have contributed code under our old license, and accordingly, we have retained a copy of our old license notice in the top-level files in each project and repository. llvm-svn: 351636

LLVMBuild: Introduce a common section which currently has a list of the subdirectories to traverse into. - Originally I wanted to avoid this and just autoscan, but this has one key flaw in that new subdirectories can not automatically trigger a rerun of the llvm-build tool. This is particularly a pain when switching back and forth between trees where one has added a subdirectory, as the dependencies will tend to be wrong. Add Windows Control Flow Guard checks (/guard:cf). Summary: A new function pass (Transforms/CFGuard/CFGuard.cpp) inserts CFGuard checks on indirect function calls, using either the check mechanism (X86, ARM, AArch64) or or the dispatch mechanism (X86-64). The check mechanism requires a new calling convention for the supported targets. The dispatch mechanism adds the target as an operand bundle, which is processed by SelectionDAG. Another pass (CodeGen/CFGuardLongjmp.cpp) identifies and emits valid longjmp targets, as required by /guard:cf. This feature is enabled using the `cfguard` CC1 option.
