Christoph Hellwig 6353599813 block: add a SPDX tag to blk-mq-rdma.h 
This file has no copyright notice, but was added as part of a commit
adding another file using the default kernel GPLv2 license.  Add
a matching SPDX tag.

Sagi Grimberg 24c5dc6610 block: Add rdma affinity based queue mapping helper 
Like pci and virtio, we add a rdma helper for affinity
spreading. This achieves optimal mq affinity assignments
according to the underlying rdma device affinity maps.
