- Convert all of the files under /proc/net/sctp to be per
network namespace.
- Don't print anything for /proc/net/sctp/snmp except in
the initial network namespaces as the snmp counters still
have to be converted to be per network namespace.

Plan C: we can follow the Al Viro's proposal about %n like in this patch.
The same applies to udp, fib (the /proc/net/route file), rt_cache and
sctp debug. This is minus ~150-200 bytes for each.

I was notified by Randy Stewart that lksctp claims to be
"the reference implementation". First of all, "the
refrence implementation" was the original implementation
of SCTP in usersapce written ty Randy and a few others.
Second, after looking at the definiton of 'reference implementation',
we don't really meet the requirements.

This patch implements the internals operations of the AUTH, such as
key computation and storage. It also adds necessary variables to
the SCTP data structures.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
