There is already an option for sending 16 byte chunks rather that writing
39 bytes all at once during the tuner's initialization. Some i2c buses
can't send 16 bytes at once, so create an option for sending 8 byte chunks.

The TDA18271HD/C1 rf_cal map lookup is expected to go out of range outside
of the frequency window 41 MHz - 61.1 MHz. In these cases, the internal
RF tracking filters calibration mechanism is used.

On the TDA18271HD/C1, we perform RF tracking filter correction for VHF low
band, only. If supplied a frequency out of range, the error must be returned
to the caller (tda18271c1_rf_tracking_filter_calibration) so that it can
decide whether or not to write to register EB14, RFC_CPROG[7:0]

There were several issues in the past, caused by the hybrid tuner design, since
now, the same tuner can be used by drivers/media/dvb and drivers/media/video.
Kconfig items were rearranged, to split V4L/DVB core from their drivers.
