Remove old, dead Kconfig option INET_LRO. It is gone since
commit 7bbf3cae65 ("ipv4: Remove inet_lro library").

The openrisc toolchain prefix changed a few years ago. No one
should be using this anylonger. This also saves from people
having to manually update or specify this every build.
