gpio/omap: convert MPUIO IRQ over to generic irq_chip

MPUIO banks have their own dedicated IRQ chip interface, separate from
the "normal" GPIO banks.   Convert the MPUIO IRQ chip over to using
the new generic IRQ chip interface.
