[media] videodev2.h.xml: Update to reflect videodev2.h changes

A few changes happened at videodev2.h:
	- Addition of multiplane API;
	- removal of VIDIOC_*_OLD ioctls;
	- a few more video standards.

Update the file to reflect the latest changes.
