drivers/tty/serial/crisv10.c: remove dead #ifdef blocks
ETRAX_SERIAL_PROC_ENTRY is not defined in Kconfig. The affected #ifdef block has not been compiled for years, and the embedded macro, PROCSTAT, ended up as a NOOP.
