vfio: ccw: realize VFIO_DEVICE_GET_REGION_INFO ioctl

Introduce device information about vfio-ccw: VFIO_DEVICE_FLAGS_CCW.
Realize VFIO_DEVICE_GET_REGION_INFO ioctl for vfio-ccw.
