pinctrl: berlin: fix error return code of berlin_pinctrl_build_state()
When krealloc() fails and pctrl->functions is NULL, no error return code of berlin_pinctrl_build_state() is assigned. To fix this bug, ret is assigned with -ENOMEM when pctrl->functions is NULL.
