bnxt_en: Return -EROFS to user space, if NVM writes are not permitted.
If NVRAM resources are locked, NVM writes are not permitted. In such scenarios, firmware returns HWRM_ERR_CODE_RESOURCE_LOCKED error to firmware commands.
