arch/tile: return SIGBUS for addresses that are unaligned AND invalid

Previously we were returning SIGSEGV in this case.  It seems cleaner
to return SIGBUS since the hardware figures out alignment traps
before TLB violations, so SIGBUS is the "more correct" signal.
