x86/Voyager: remove PARAVIRT Kconfig quirk 

Remove this Kconfig quirk:

 config PARAVIRT
 	bool "Enable paravirtualization code"
	depends on !X86_VOYAGER
 	help

Voyager support built into a kernel does not preclude paravirt support.
