bonding: refine IFF_XMIT_DST_RELEASE capability
Some workloads greatly benefit of IFF_XMIT_DST_RELEASE capability on output net device, avoiding dirtying dst refcount. bonding currently disables IFF_XMIT_DST_RELEASE unconditionally.
