Add parameter explanation to fix kernel-doc marks:

kernel/power/suspend.c:233: warning: Function parameter or member
'state' not described in 'suspend_valid_only_mem'
kernel/power/suspend.c:344: warning: Function parameter or member
'state' not described in 'suspend_prepare'
