drm/radeon: Set TTM_PL_FLAG_TOPDOWN also for RADEON_GEM_CPU_ACCESS BOs 

I wasn't sure if TTM_PL_FLAG_TOPDOWN works correctly with non-0 lpfn, but
AFAICT it does.
