[S390] Kconfig: Select CONFIG_KEXEC for CONFIG_CRASH_DUMP 

The kdump infrastructure is built on top of kexec. Therefore
CONFIG_KEXEC has to be enabled when CONFIG_CRASH_DUMP is selected.
