netlink: Fix netlink_insert EADDRINUSE error

The patch c5adde9468 ("netlink:
eliminate nl_sk_hash_lock") introduced a bug where the EADDRINUSE
error has been replaced by ENOMEM.  This patch rectifies that
problem.
