[PATCH] Fix for CONFIG_NUMA without CONFIG_SWAP
Some people apparently run CONFIG_NUMA without CONFIG_SWAP. The migration code currently depends on swap. This patch provides a set of inline fallback functions so that the kernel properly compiles.
