net: dsa: refine netdev event notifier

Rework the netdev event handler, similar to what the Mellanox Spectrum
driver does, to easily welcome more events later (for example
NETDEV_PRECHANGEUPPER) and use netdev helpers (such as
netif_is_bridge_master).
