vhost/scsi: Set VIRTIO_F_ANY_LAYOUT + VIRTIO_F_VERSION_1 feature bits 

Signal support of VIRTIO_F_ANY_LAYOUT + VIRTIO_F_VERSION_1 feature bits
required for virtio-scsi 1.0 spec layout requirements.
