staging: rtl8723bs: Remove rtw_btcoex_IsBtControlLps()

Remove function rtw_btcoex_IsBtControlLps as it does nothing except call
hal_btcoex_IsBtControlLps.
Modify call sites accordingly.
Issue found with Coccinelle.
