fs/Kconfig: kill CONFIG_PERCPU_RWSEM some more

As of commit bf3eac84c4 ("percpu-rwsem: kill CONFIG_PERCPU_RWSEM") we
unconditionally build pcpu-rwsems.  Remove a leftover in for
FILE_LOCKING.
