syscon: dt-bindings: Add binding doc for Broadcom iProc CDRU
Add binding document for Broadcom iProc's Chip Device Resource Unit (CDRU). Multiple iProc based chips have this CDRU block that contains miscellaneous registers for chip or device configurations.
