ibmveth: Some formatting fixes

IbmVethNumBufferPools -> IBMVETH_NUM_BUFF_POOLS

Also change IBMVETH_MAX_MTU -> IBMVETH_MIN_MTU, it refers to the minimum
size not the maximum.
