ftrace: Make ftrace_location() a nop on !DYNAMIC_FTRACE
When CONFIG_DYNAMIC_FTRACE is not set, ftrace_location() is not defined. If a user (like kprobes) references this function, it will break the compile when CONFIG_DYNAMIC_FTRACE is not set.
