[NETLINK]: Allocate and kill some netlink numbers.
NETLINK_ARPD is unused, allocate it to the Open-iSCSI folks. NETLINK_ROUTE6 and NETLINK_TAPBASE are no longer used, delete them. Signed-off-by: David S. Miller <davem@davemloft.net>
