scsi: ufs: introduce a new ufshcd_statea UFSHCD_STATE_EH_SCHEDULED

Add a new ufshcd_state, indicats that an err handler may get to run
immediately. Use UFSHCD_STATE_ERROR here looks not literaly correct.
