sparc: kernel: using strlcpy() instead of strcpy()

'boot_command_line' and 'full_boot_str' has a fix length, 'cmdline_p' and
'boot_command' maybe larger than them. So use strlcpy() instead of strcpy()
to avoid memory overflow.
