iommu/virtio: Add definitions for VIRTIO_IOMMU_F_BYPASS_CONFIG

Add definitions for the VIRTIO_IOMMU_F_BYPASS_CONFIG, which supersedes
VIRTIO_IOMMU_F_BYPASS.
