Remove pgpExtractPubkeyFingerprint()

The sole user within rpm was removed over six years ago, never seen
a single user outside rpm, and even then it's just a wrapper around
rpmBase64Decode() and pgpPubkeyFingerprint() with a bizarre
return code. Bye bye...
