Srish Srinivasan 63876720a6 linux: fix build error in canister build and some spec refinement 
- fix build error related to fcw_warn_on during canister build
  due to the enablement of CONFIG_WERROR.
- allow the use of ACVP_BUILD along with CANISTER_BUILD
- re-enable execute permission for update_canister_hmac.sh
  and some minimal spec clean up
- tweak scripts/kconfig/merge_config.sh to error out in the
  case of a config mismatch post merge
